Update of cloud-init to 18.3

Hi,

I've pushed to the experimental branch of cloud-init an update to 18.3,
but some of its unit tests are still failing. It looks like it is a
single error to fix though.

I'd appreciate if someone took over, so we can finish this upload. I
can't afford to spend more time on it today.

Looks like the fault is in httpretty, which needs to be upgraded to
latest upstream release too so it has Python 3.7 compatibility...
