Bug#909557: Please name network-manager hook more descriptively

cloud-init ships a file
/etc/NetworkManager/dispatcher.d/hook-network-manager , a very generic
name that doesn't give any indication of its source. Please consider
naming this file something with "cloud-init" in the name.
